The
Corrections division's mission is to
provide a safe, clean and constitutionally
sound environment for the staff and
the inmate population, while protecting
the community. The Corrections Division
consists of a wide array of services
and components that provide the basic
care and custodial services for every
person arrested, by any agency, within
the geographic boundary of Indian River
County.
The facility provides services to numerous
Law Enforcement entities and is the
only site for incarceration of persons,
adults and juvenile, awaiting trial
for criminal offenses occurring within
the 532 square mile jurisdiction. The
facility provides holding services
for juveniles arrested and detained
(up to 6 hours) waiting custodial transfer
or release to their parents/guardians.
The facility is comprised of approximately
90,000 square feet, with 25 separate
inmate housing units of various custody
levels and capacities, 4 negative pressure
cells and 2 medical infirmary cells
for a total optimum bed capacity of
385 and a total bed capacity of 453
(including all administrative segregation
cells used for temporary inmate housing.)
The complexion of the inmate population
ranges from the least serious misdemeanor
violations to the most serious felony
violations of Florida Law and includes
male and females with a wide range
of age groups from senior adults to
juvenile offenders. The facility is
always open, 365 days a year, 24 hours
a day.
During
2002 there were 6761 persons admitted into the Corrections
Facility, each person was booked, showered, given
a change of clothing an inmate orientation
handbook and a clean, safe place to
await the criminal justice system process.
During the same period, there were
6958 persons released or transferred
from custody; a total of 13719 annual
transactions. In 2002, the average
daily population was 440 with average
daily population peaks well in excess
of 500 inmates.
The Corrections Division is comprised
of 129 professionals; 109 sworn positions
and 20 civilian positions working around
the clock to ensure a safe, secure
and constitutionally fit correctional
operation. Correctional Operations
are divided into these important departments:
The Corrections Division Director is
responsible for overseeing administrative
and security operations for the entire
Corrections Facility.
The Deputy Division Director (a 1st
Lieutenant) is the Division Director's
Assistant and responsible for all departments
of the Division and overall daily operations.
The Jail Administration Unit consists
of one 2nd Lieutenant, 2 Sergeants
and 5 Civilian members: 1 Senior Staff
Assistant, 2 Inmate Records, 1 Commissary
/ Inmate Accounts, and 1 Staff Assistant.

CHAPLAIN
Chaplain Services are provided by a full time Chaplain, providing non denominational services, coordinating denominational services, coordinating individual and group services, volunteers and counseling for the inmate population.
CLASSIFICATIONS
Provides essential services in establishing custodial separation of persons incarcerated and is an essential part of every Correctional facility operation. The Classification services ensure appropriate housing placement is made based on each individual persons history and criminal offense and changing custody levels during their incarceration in the facility, including placement in inmate programs. Additionally, the Classification staff review and provides administrative due process hearings and makes disciplinary sanction recommendations for every individual act of facility rule violations. In 2002 there were 154 disciplinary review panels convened, 628 trusty application assignments made. Staffing of this components consists of 4 positions; 3 certified Corrections Deputies (1 Sergeant, 2 Deputies) and 1 Staff Assistant.
COMMISARY / ACCOUNTS
Consists of 1 civilian staff assistant and is responsible for all inmate monies and the posting of commissary items. Maintain a record for each inmate in our facility that has money by posting money orders either dropped off by someone or received through the postal system and making sure each inmate account is accurate and a detailed account of all money received and released is maintained for the auditors.
DUI TESTING SERVICES & COURT TESTIMONY
Provided by the Corrections Division for all Law Enforcement entities within the jurisdiction. In 2002, Corrections staff administered 400 intoxilyzer examinations. The program is monitored and supervised by a Watch Commander, with certified operators on duty on each of the three security shifts.
FOOD SERVICES
The Food Service Unit consists of 6 civilians (5 cooks and 1 supervisor) and daily prepares some 1337 plus well-balanced meals, server to people awaiting trial or sentenced to serve time locally in the facility. During 2002, Food Services staff prepared close to one-half million (487,416) meals. Each meal is prepared following a strict guideline that is reviewed and approved by a registered dietician.
INMATE RECORDS
Consists of 2 civilian staff assistant
records clerical positions and is responsible for maintaining
current and accurate records on each
inmate housed in the facility. The
update the inmate files with changes
in court dates, and criminal sentences,
along with preparing all necessary
paperwork for all inmates sentenced
to Department of Corrections. They
are in contact with other state and
local facilities and other functions
of the criminal justice system regarding
extradition to or from the facility,
arrange transportation and place holds
on wanted persons in other jurisdictions
as well as place holds from other jurisdictions
for our agency.
INMATE WORK CREW
Operated by the Sheriff's Office and Corrections Division, this is a vocational training program, designed to train inmates in labor based skills that will provide job opportunities upon their release. The program includes horticulture, grounds maintenance, grounds equipment operation and equipment maintenance training. In 2002, the Inmate Work Program produced 23,848 man-hours of labor based training for inmates at the facility. This program is staffed with 2 certified deputies and 1 sergeant supervising the operation and detail assignments.
The Weekend Work Program is operated by the Sheriff's Office, Corrections Division is an alternative sentencing program, wherein persons sentenced to serve time for crimes committed are not incarcerated daily, but report for work details every Saturday and Sunday and pay a supervision fee per day of participation. In 2002, 2465 man-days were recorded by persons sentenced to serve their sentences out of custody. The sentencing alternative is less expensive than traditional costs of incarceration and affords the offender an opportunity to remain gainfully employed while completing the order of the court. Certified Division Staff provide direct supervision of the work details and perform work on County owned properties and right of ways all over Indian River County. The "Weekend Clean Bus" initiative assures that every public school bus in Indian River County will be washed, waxed and the interiors detailed. Staffing for this program fluctuates between 1 and 2 certified deputies based on the daily number of participants. The program is managed by the Classification Supervisor.
JAIL ADMINISTRATION
This department consists of 92 sworn Corrections Deputies and Supervisors. A very professional staff of men and women responsible for the custody and control of all inmates booked into our facility. Certified Deputies provide inmate supervision 24 hours a day, 7 days a week on 3-8 hour shifts. There is a 2nd Lieutenant and two Sergeants assigned to each shift along with 83 Correctional Deputies that provide supervision, direction and manage the security and safety of the Correctional Facility environment.
LAUNDRY SERVICES
This unit provides clean, sanitized clothing, mattresses, and linen to persons incarcerated at the facility. In 2002, 148,000 towels, wash cloths and sets of sheets, 74,100 jump suits and of miscellaneous assorted laundry were washed, dried and exchanged with the inmate population. Some 2000 pounds of laundry services were provided for the Indian River County EMS operations. The Jail Laundry Unit consists of 1 certified Corrections Deputy.
MEDICAL SERVICES
This unit provides basic medical, dental and mental health services to persons incarcerated by the facility, while operating in similarity to a walk-in clinic. In 2002, some 225,945 prescription drug doses were distributed by Licensed Medical Staff working at the facility. The Medical Services Unit of the Correctional Facility has evolved into an extension of the "Local Indigent Health Care Network", in that the vast majority of clients treated through the County Indigent Care program(s) are the same people incarcerated in the Correctional Facility. Resources for treatment of the mentally ill has transcended the Correctional Facility into a place where substantial percentages of people incarcerated in the facility are also people diagnosed with mental illness. On average, some 12 to 17% of the daily inmate population in the facility is being treated for a diagnosed mental illness. The Medical Unit consists of 7 members; 5 Licensed Practical Nurses, 1 Staff Assistant and a Medical Unit Supervisor that is a Registered Nurse. Physician services are provided to the inmate population by contract with a local physician having in excess of a decade of Correctional Medicine experiences.
PROGRAMS
Numerous inmate programs are offered by the facility. Programs offered are offered on a platform of educational, vocational, substance abuse and self-betterment type courses. Programs also include those that are religious based. The variety of programs includes: Substance / Drug abuse, AA & NA, TASK, Visitation, GED, 8 Steps to Freedom, Sexually Transmitted Disease Awareness Classes. STD courses are provided to the inmate population by the Indian River County Health Department. These courses provide information on sexually transmitted diseases and prevention. Voluntary laboratory testing and follow up services are provided to program participants during incarceration, and linkage to aftercare programs are arranged for their release from the facility. Many of the programs afforded are provided through the kind of services Volunteers that are cleared to participate in organized programming.
TRANSPORTATION UNIT
This department is comprised of 4 sworn Deputies and 1 Sergeant and is responsible for transportation of inmates for all court appearance, extradition of inmates from other Florida counties for local court cases and delivery of inmates sentenced to the Florida Department of Corrections.
