Richard C. Lane, Judicial & Staff Services Captain

Captain Rick Lane was hired in November of 1983 and began his career as a dispatcher. He completed the law enforcement academy on January 1986. During his twenty-six year career his assignments have included Field Training Officer, Traffic Homicide Investigator and Criminal Investigator.

 

He has supervised Property and Evidence Control, Crime Prevention, Community Services, Public Information, Human Resources and Training. He was assigned to the functions of Internal Affairs, Planning and Research and managed the agency accreditation process.

 

As the Accreditation Manager he managed the Commission on Accreditation of Law Enforcement Agencies, Inc. (CALEA) re-accreditation process of 1996, 1999, 2002. He also supervised the re-accreditation processes of 2005 and 2008, as well as, the initial and re-accreditation for Commission for Florida Accreditation, Inc. (CFA). Captain Lane is an assessor for CALEA and a team leader for CFA.

 

Prior to his promotion in January 2010, Captain Lane was assigned to Criminal Investigations. He has been instrumental in working with other local law enforcement agencies developing a county-wide Child Abduction Response Team. He is currently a member of the Board of Directors for the FDLE District Child Abduction Response Team.

 

He is a graduate of Warner University with a Bachelor Degree in Organization Management, and has a Certificate in Public Sector Human Resource Management from the Council on Education Management, George Washington University. He is a member of the International Public Management Association for Human Resources, a past member of the Society for Human Resource Management and the International Association of Law Enforcement Planners. Captain Lane is currently the Chairman of the Enterprise Zone Development Agency.

 

Captain Lane’s wife Laura is an educator with the Indian River County School District. They have four daughters with the oldest attending James Madison University in Harrisonburg, VA.
