Florida's New Primary Seat Belt Law
As of June 30, 2009 the new Florida Primary Seat Belt Law will become effective. The law is intended to reduce the number of injuries and deaths due to motor vehicle accidents.
According to the National Highway Traffic and Safety Administration, over half the people killed in automobile accidents each year failed to wear their seat belts. By providing Law Enforcement with the power to pull over drivers who are not wearing seat belts, this law is expected to help decrease the number of fatalities and encourage safety for drivers and their passengers. “This is not about writing tickets, it is about safety and saving lives”, said Sheriff Deryl Loar.
Under the present seat belt law it was considered a secondary charge only, as Law Enforcement could only issue a citation for not wearing a seat belt if the driver was stopped due to a moving violation first.
Fines after June 30, 2009, are seat belt fine $93.00 and child restraint fine $143.00. The Florida Child Restraint Requirements are as follows: Children 3 and younger must be secured in a federally approved child-restraint seat. Children 4 – 5 must be secured by either a federally approved child restraint seat or safety belt. The driver is responsible for buckling up the child.
FY 2010 Edward Byrne Memorial Justice Assistance Grant Formula Program Local Solicitation
Notice is hereby provided that the Board of County Commissioners at its regular meeting held on Tuesday, July 7, 2009 at 9:00 a.m. or as soon thereafter as the matter may be heard, in the County Commission Chambers of the County Administration Building A, located at 1801 27th Street, Vero Beach, Florida, to discuss the proposed use for the grant funds received by the Indian River County Sheriff's Office through the FY 2010 Edward Byrne Memorial Justice Assistance Grant Formula Program: Local Solicitation. These funds and their proposed uses are as follows:
Local Solicitation : $32,294 Federal Funds
Local Match : No match required
Grand Total Monies : $32,294.00
The Indian River County Sheriff's Office is requesting these funds to be used to purchase needed upgrades to our GIS Software (ArcView) and Crime Analyst Software (CrimeView), along with crime mapping hosting fees for three years.

Anyone who may wish to appeal any decision which may be made at this meeting will need to ensure that a verbatim record of the proceedings is made, which includes testimony and evidence upon which the appeal is based.
